New guides for real estate industry to safeguard consumer interests

New rules will be implemented for the real estate industry.

From 1 June 2013, the practice of collecting "blank" cheques from property buyers will come with tighter safeguards.

The practice is often used to book private properties before they are launched.

Property agents will no longer be allowed to collect cheques unless there is a request in writing from the developer directly to the agent.

Any issued cheques must be crossed and made out in the name of a payee, like the developer or the project account. It should also come with an authorisation letter setting out clear terms to safeguard the buyer's interests.

Many industry players say the practice of collecting cheques, including "blank" ones, in the private property market have many grey areas and differing perceptions.

With tighter controls kicking in, many say it will reduce impulse buying.

Lim Yong Hock, senior vice president at PropNex Realty, said: "It will help consumers make more informed decisions, rather than writing cheques impulsively without knowing the price of the property. It's a positive change for buyers."

Steven Tan, managing director of property firm OrangeTee, said buyers who give blank cheques to agents often do not have full understanding of the development.

"It's often an impulse purchase," he said.

With the new guidelines, he believes developers will provide more information to buyers, like the concept, floor plans and even the price range, before buyers have to make any decision.

The tighter controls are part of a slew of new rules for the industry.

Issued by the Council for Estate Agencies (CEA) in a professional service manual, the guidelines also require property agents to be extra careful when working with vulnerable consumers, like those who are financially unstable or illiterate.

CEA said it is the first time property agents have a manual that guides them in detail from the start to finish of a transaction.

Chan Mun Kit, director of regulatory control at CEA, said: "Even for those already in the industry, it helps to highlight to them certain practices perhaps they can do more professionally, and certain things they should not be doing anymore."

If the guidelines are flouted, property agents can be fined up to S$75,000, and have their licenses suspended or revoked.

Speaking at a consumer seminar on Saturday, Acting Minister for Manpower Tan Chuan-Jin said the real estate service is not just about closing the deal.

He said: "I think it's important for us, those of us who're in the real estate business, to think about not just closing the deal, but I think to remember that the people we're servicing and helping, are making a very big step. For many of them who are homeowners, it's not just buying a physical property; it's buying a place where they're trying to build a home.

"The onus is on those who are in the industry, who understand the landscape better, to advise individuals to understand what it means, to invest, how much loan to take and so on, rather than think about how much commission you might get with a bigger deal done. That's values in action. That's something we appeal to everyone who's involved in the industry to spare a thought, not only from a professional standpoint but from a values standpoint to think about their responsibility to the people around them."

The consumer seminar is part of an effort to educate the public on their responsibilities as well. Those in the industry say there is often a mismatch of expectations between the consumer and the property agent on what their respective duties are.

In tandem, authorities have also launched a brochure to help consumers out.

Lim Biow Chuan, president of Consumers Association of Singapore, said: "Reading this consumer guide gives you some background knowledge, some basic knowledge so that if you transact with someone else you don't go in blind."

With regulation only able to go so far, authorities are also urging consumers to do their part.

MediaCorp releases collectible DVDs on Huang Wenyong

MediaCorp is releasing limited-edition DVDs featuring the shows of the late actor Huang Wenyong.

The shows include "The Awakening - Season 1", "It's A Wonderful Life" and 10 episodes of "Dont' Worry, Be Happy".

Proceeds from the sales will go to the HCA Hospice Care, a charity of his family's choice.

This was announced at the Star Awards Show 2 on Sunday.

Mr Huang's fans will also get to do their part for charity.

Proceeds from calls made in support of Mr Huang for the "Top 10 Most Popular Male Artistes" category will be donated to the hospice.

At the show on Sunday, MediaCorp artiste Xiang Yun, Mr Huang's long-time onscreen partner, paid tribute to him.

MediaCorp also gave Mr Huang a posthumous Honorary TV Award.

The award was specially created for him to honour his contributions to the local TV industry.

Receiving the award on behalf of Mr Huang were his wife and daughter.

Mr Huang's daughter, Mei En, said: "I'm sure everyone has his own take on how good my dad was. As family members, we have even more good things to say about him.

"I'd like to thank all on behalf of my dad, for their love. Thank you, MediaCorp for this award. This is the perfect closure to his acting life. My dad may no longer be around, but I feel we're closer to him now, as he now lives in our hearts. This is eternal and serene. Thank you!"

由推广华文学习委员会和国家图书馆管理局联合主办的第15届“世界书香日在狮城”活动前天正式开幕,即日起至下月18日,将有多场导读活动与阅读讲座。

今年的“好书交换”活动,将于5月18日在国家图书馆广场举行,爱书人可事先把旧书带到住家附近的图书馆换取固本,以便在活动当天换取其他书籍。

“世界书香日”源于西班牙,后来在联合国的推动下,自1996年起,许多国家每年在4月23日这天庆祝“世界书香日”。在这天,玫瑰不仅代表爱情,也象征知识,是全世界书香与版权日的符号。

公众可到各国家图书馆索取“世界书香日在狮城”的宣传册子,查询相关活动时间和地点。

6月24日起,国人可免费搭地铁,1000万元车资由政府买单,但只试行1年。

不过,免费搭地铁有以下条件,只限:

·星期一到星期五(公共假日除外)

·必须在上午7时45分前在市区16个站下车

交通部长吕德耀今早宣布从市区16个地铁站下车的搭客免付车资时,也宣布从上午7时45分到8时下车的搭客,可获得达5角的车资折扣。

1万4000公务员,能选择提早上班;杨莉明:雇员提早上班,希望能早下班。

Travel early, travel free on the MRT

The Land Transport Authority (LTA) will embark on a one-year trial from 24 June, to provide free travel on the rail network for commuters who end their journey before 7.45am on weekdays at 16 designated MRT stations in the city area.

The objective of the trial is to encourage commuters who are able and willing to make changes to their travel schedule, to travel earlier into the city area before the peak hour.

The 16 designated stations are Bugis, Chinatown, City Hall, Clarke Quay, Dhoby Ghaut, Lavender, Orchard, Outram Park, Raffles Place, Somerset, Tanjong Pagar, Bayfront, Bras Basah, Esplanade, Marina Bay and Promenade.

According to LTA, the train journey must not begin at any of these 16 designated stations and free travel is not provided on public holidays.

In addition, commuters who exit at these stations between 7.45am and 8am will be given a discount of up to 50 cents off their train fare.

The Government will be funding this one-year trial to try to alleviate the morning peak hour crowding situation on trains in the short term, even as rail capacity is aggressively being increased through new lines, additional trains, as well as higher train frequencies in the longer term.

The free travel trial will be a significant enhancement to the existing SMRT Early Travel Discount scheme, which offers up to 50 cents discount for travel on SMRT lines into 14 SMRT stations in the city area before 7.45am. It will also entail a wider coverage compared to the current scheme as it will include SBST’s North East Line (NEL) and Sengkang and Punggol LRTs (SPLRT)

In order to cater to the expected shift in ridership, more train trips will be injected during the pre-peak morning period to provide additional capacity.

LTA is also exploring customised travel incentive pilot programmes for employees and students. This will support the efforts of employers and Institutes of Higher Learning that are prepared to put in place flexible arrangements for their employees and students to travel off-peak.

SingTel launches mobile cashless transaction service

Telco SingTel has launched a new mobile phone cashless service that allows people to pay for things using digital currency.

Called mCash, users apply for an account which can be topped up with money.

They can then use money from the account to do fund transfers, and in the coming months, pay for groceries and do online shopping.

mCash is not limited to SingTel's customers. Subscribers of other telcos can also sign up for the service.

The service is free for the consumer to use.

Consumers will be able to use mCash via a smartphone application or text messaging.

Plan up to 10 long weekends in 2014



Singapore employees will get four long weekends next year, one fewer than this year's, based on next year's public-holiday dates.

But strategic planning of leave and day-off applications can more than double next year's number of long weekends to 10.

This is because there are three public holidays on Thursdays (Labour Day, Deepavali and Christmas Day), one holiday on a Tuesday (Vesak Day), one on a Wednesday (New Year's Day) and one on a Saturday (National Day).

The Ministry of Manpower (MOM) yesterday announced the 11 gazetted public holidays for next year. It stated that for public holidays falling on Saturdays, an employee who is not required to work on Saturdays is entitled to claim a day off or compensation in lieu of that public holiday.

This is provided the worker is covered by the Employment Act.

The four long weekends next year cover the public holidays for Chinese New Year, Good Friday, Hari Raya Puasa and Hari Raya Haji. They are each three days long.

In comparison, the five official long weekends this year include two four-day breaks. Taking leave on the right days will result in nine long weekends this year.

But by taking six days of leave and a day off-in-lieu, the number of long weekends next year becomes 10.

For instance, workers can get five rest days by taking two days' leave on Jan 2 and 3 (Thursday and Friday) as New Year's Day falls on a Wednesday next year.

As National Day falls on a Saturday next year, employees could get a day off-in-lieu. If their employers approve, the day off could be cleared on Aug 8 (Friday) so that they get to enjoy a long weekend.

Workers could extend their three-day long weekend during Chinese New Year to four days by taking a day off-in-lieu on Jan 30. This is because the second day of Chinese New Year is on a Saturday and workers could be given a day off-in-lieu for that.

MOM confirmed that Deepavali this year is no longer on Nov 3 (Sunday), so the following Monday will not be a public holiday.

Instead, Nov 2 (Saturday) will be gazetted as the Deepavali public holiday.

For senior assistant nurse Usha Kumaran, the change in date for Deepavali does not matter much to her, as there is still one day to rest - Sunday - before she goes back to work. She said: "Preparing for Deepavali is a long process, so Hindus like me usually take days off prior to the actual date of celebration."

Tentatively, Deepavali next year will fall on Oct 23 (Thursday). But MOM said it will have to confirm this date against the Indian almanac when it is available.

For Mr Yu Jin, a football-league organiser, the fewer official long weekends is a downer.

He said: "We can't control (which dates) the holidays fall on, but we can take advantage of our leave dates to create more long weekends."

即日起,身在国外的第一通(M1)手机用户可利用一项新服务,在全球多个热点(hotspot)衔接上无线网络(WiFi),尽情畅游网络世界。

第一通昨天宣布推出本地首个为后付(postpaid)手机用户提供的“无线网络漫游服务”,用户只需事先从苹果iTunes或谷歌Play商店(Google Play Store),下载“M1 WiFi Roaming”应用程序,再设立账号,即可在超过120个国家和地区的多个热点无线上网。

使用平板电脑的用户,也可通过同款应用程序,衔接上无线网络。这项服务不设注册费或月费,只有当用户成功衔接上无线网络后,才需缴费。

第一通表示,亚太区和美洲国家收费为每天12新元,其他地区的每天费用则为19新元。

第一通说,这项服务将为出国旅游的一般和商业用户,提供既负担得起又快捷方便的上网选择。

新邮政提供新服务,在全岛设立5个24小时免费包裹站(POPStation),让顾客随时领取包裹。

包裹站从上月开始提供给部分顾客,主要服务新邮政的购物网业务,帮助网络消费者领取自身的海外产品。

每个包裹站会有80个寄物柜,目前5个提供此服务的地点为:巴耶利峇、碧山、盛港、东陵和国大邮局。当包裹可以被领取时,顾客会收到电邮或短信提供的代码,只要在包裹站扫描代码就能打开寄物柜领取包裹。

新邮政目前打算再开100个寄物柜服务,扩大服务范围,目标在明年覆盖全岛。

FANTA is offering RM40 discounts on tickets to the Legoland Malaysia theme park in Johor through purchases of any 1.5l or 2l bottle of any flavour.

Fanta producer Coca-Cola Refreshments Sdn Bhd was recently named as the theme park’s official beverage partner.

From now until April 30, consumers need to present a label from a 1.5L or 2L bottle together with the promotional voucher which can be redeemed from supermarkets or hypermarkets.

With the new partnership, visitors at the park can now enjoy a wide range of beverages under the Coca-Cola portfolio including Fanta, Sprite, A&W Sarsaparilla, Heaven & Earth, Dasani mineral water, Vanilla Coke, Coca-Cola Light and Coca-Cola.

每月最后一个星期六 免费扬帆游滨海湾

这项帆船计划由星展银行与新加坡帆船联合会合作推出,目的是要让国人从水上欣赏滨海湾的美景,同时有机会接触较冷门的帆船运动。

活动在每个月的最后一个星期六、下午2时至6时举行,一直到11月为止。

每次扬帆出海,可以畅游半小时。

供使用的帆船有8艘,每艘可载4名公众,由帆船联合会的专业人员掌舵。

主办单位估计,大约会有2000人将参与这项为期8个月的活动。据了解,一般租用帆船出海的费用是两小时300元左右。

有兴趣参与帆船活动的公众,可从今天起上网www.dbs.com/community/dbsmarinabaysailing报名,名额有限。

若公众反应踊跃,主办单位将增加活动的举办次数。

星展银行昨天也宣布,未来3年将注入1000万元,资助滨海湾一带的常年体育活动。

除了帆船活动,去年把总部迁至滨海湾的星展银行,也在这一带举办其他体育活动,包括:去年开始的滨海龙舟赛(DBS Marina Regatta),以及与人民协会联办的公益长跑“POSB PAssion Run for Kids”等。

自本月起,国人将可通过世界首创的证件签发机领取新护照。

副总理兼国家安全统筹部长及内政部长张志贤今早在新加坡博览中心举行的座谈会上,为移民与关卡局新推出的iCOLLECT证件签发机主持推介仪式。

上网预约取证时间

iCOLLECT是一个自动的证件签发机,国人只需在接获护照领取通知卡后,上网预约取证时间,最快便能在两天后,到劳明达地铁站旁的移民与关卡局总部内,通过证件签发机自行领取护照。

张志贤认为,iCOLLECT将能为公众带来不少便利。

他表示,当局也会扩展服务范围,让国人也能通过iCOLLECT领取身份证和长期准证卡。

POSB to offer new HDB loan option from April 1

Starting April 1, there will be a new loan option for HDB home buyers.

The new POSB HDB Loan will offer a floating interest rate capped below the HDB's concessionary rates for ten years.

The HDB concessionary interest rate is pegged at 0.1 percentage point above the prevailing CPF interest rate.

DBS said the POSB HDB Loan allows buyers to benefit from the current low interest rates and at the same time, gives a ten-year protection against rising interest rates.

The majority of HDB home buyers took a direct loan from HDB last year.

However, when compared to other bank loans in the market, analysts says the new POSB loan starts at a higher interest rate.

"It's anywhere from 0.3 per cent to 0.6 per cent higher than what's in the market rate, but the compromise is there is an interest rate cap at the CPF Ordinary Account level, so that justifies the slight premium," said Timothy Kua, director of Smartloan.sg.

Kua added: "Especially for people who don't think they'll be living in the HDB flat beyond ten years, and they are going to move to another place, upgrade to an EC or a condominium, this package is a quite a no-brainer for them."

HDB says a residential property loan is a long-term financial commitment and so it advises flat buyers to take a long-term view and assess the monthly loan repayments based on different interest rate scenarios.

It adds that regardless of whether they are taking a loan from HDB or a bank, flat buyers should look at their own financial position carefully and plan prudently before purchasing a flat.
